Governments are definitely going to "do it again." They never stopped, and the digital ID/vaccine passports/international health card, whatever you want to call it -- was planned well before COVID-19. It's all part of a global Social Credit System. COVID-19 was just an excuse to involve "global health" and the springboard the systems implementation.
In fact, all of the G20 nations have already signed on and are working on a Global Digital ID System.
